It authorizes the Chief of Police to create extended curfew zones starting at 7 PM for up to 30 days, allowing for swift action in response to safety concerns. Councilmember Brooke Pinto highlighted the importance of providing safe recreational spaces for youth while empowering law enforcement. The legislation follows recent disturbances involving large groups of juveniles in various neighborhoods, including the Wharf and U Street.

Mayor Bowser expressed the need for stronger tools to prevent violence and disorder before it starts. The Metropolitan Police Department has previously enforced laws to address juvenile conduct but faced limitations. This initiative seeks to enhance community safety while promoting positive youth engagement through summer programming.
