The incident was reported at 3:01 a. m. when a 911 caller alerted emergency services about the vehicle engulfed in flames. Upon arrival, Vancouver Fire crews found the driver pinned inside the wreckage.

The quick-thinking bystander cut the seatbelt and pulled the driver to safety, preventing severe burns from the flames. Washington State Patrol officers arrived shortly after and placed a tourniquet on the driver's injuries, ensuring immediate medical attention.
