Steubenville officials are grappling with a $5. 15 million expense to address an environmental issue that has halted a major wastewater project. Finance Director Dave Lewis reported that the city currently repays over $48 million in loans, while tax collections have increased by 6. 67 percent. Councilman Tracy McManamon stressed the importance of including a debtload chart in financial summaries to help council members navigate funding decisions.

Lewis emphasized that infrastructure improvements, while essential, will affect utility rates for decades, as the city’s debt stands at $48 million. Wastewater Superintendent Chuck Murphy indicated that unforeseen problems arose during construction, despite thorough pre-project evaluations. The council is committed to balancing necessary infrastructure projects with the affordability of utility rates. McManamon noted the city's past successes in securing loan forgiveness, which they plan to pursue with federal and state partners.
