The project's focus on tree planting and water quality improvements directly addressed community needs and concerns, as articulated in the Tacoma Mall Subarea Plan. By emphasizing green stormwater infrastructure, the initiative sought to create a healthier environment while enhancing community well-being through increased green space access.
