County Seeks Proposals for Homeless Shelter Program

Pierce County Human Services is currently soliciting proposals for the State Right of Way - Encampment Resolution Program (ROW-ERP), with a significant allocation of $1. 5 million in state funds designated for projects aimed at transitioning homeless households into stable housing. Projects that focus on acquiring property or rehabilitating existing structures for overnight shelter will be prioritized, while enhancements to current shelters will be considered but ranked lower. The submission deadline for proposals is February 26, 2025, underscoring the urgency of addressing homelessness in the region. This initiative is part of a broader legislative effort by Washington State to improve housing stability for individuals residing in encampments along state and local rights of way.

Since its inception in 2022, the program has successfully closed 47 encampment sites and assisted over 1,200 individuals in finding housing. The state has also invested in purchasing hotels and facilities to provide emergency or temporary housing solutions. There is optimism that this model will be replicated at the city level, allowing local governments to tackle homelessness more effectively.
