The investigation commenced in August when the Internet Crimes Against Children (ICAC) unit received a CyberTip about Cliff's online activities. Detectives determined his identity as a former teacher at a Spokane religious school and discovered he had moved to Florida. They coordinated with local law enforcement, leading to the issuance of multiple felony warrants for his arrest.

Cliff is currently held at Hillsborough County Jail, awaiting extradition to Washington State. This case underscores the importance of inter-agency collaboration in combating child exploitation. The Spokane Police Department, Tampa Police Department, and Florida Department of Law Enforcement worked together to ensure Cliff's swift apprehension.
