The Spokane Police Department's Internet Crimes Against Children (ICAC) unit initiated the investigation after receiving a CyberTip in August regarding Cliff's activities. When detectives learned he had moved to Florida, they coordinated with local authorities, leading to the issuance of felony warrants. Cliff was arrested while working as a middle school teacher in Hillsborough County.

This investigation highlights the ongoing efforts by law enforcement to combat child exploitation through cooperation across state lines. The Spokane Police Department, Tampa Police Department, and the Florida Department of Law Enforcement collaborated effectively, ensuring a rapid response.
