Council Members to Introduce New Camping and Obstruction Ordinance

Spokane City Council will introduce a new ordinance called “Safe and Accessible Spaces” at the Public Safety and Community Health Committee meeting on Monday. This legislation will give Spokane Police Department officers the discretion to offer services to individuals willing to accept help or cite those who refuse, with increasing penalties for repeat offenders. The ordinance aims to prohibit camping and obstruction of public property, ensuring the protection of local waterways and public trees. Council Member Zack Zappone emphasized the need for a balanced approach to support vulnerable individuals while enforcing public safety laws. Council Member Michael Cathcart noted the council's commitment to accountability and the importance of connecting people with available services.

The ordinance also clarifies officers' discretion in enforcing violations, addressing issues that arose from previous legislation passed in June. Members of the public can view the ordinance and register to testify at the committee meeting. The council’s discussions will outline the timeline for legislative action on this critical public safety issue.
