Council Members to Introduce New Camping and Obstruction Ordinance
The Spokane City Council will introduce the "Safe and Accessible Spaces" ordinance during the Public Safety and Community Health Committee meeting on Monday. This ordinance aims to prohibit unauthorized camping and obstruction of public property, granting police discretion to help those willing to accept services or cite repeat offenders. Council Member Zack Zappone stated that the legislation reflects a balanced approach to connect vulnerable individuals with resources while enforcing the law against those who refuse help. Additionally, Council Member Michael Cathcart praised the ordinance for its focus on accountability and maintaining community safety standards. The legislation includes provisions to protect waterways and publicly owned trees and address issues such as illegal fires and litter.
It also aims to clarify the discretion officers have in enforcing violations, resolving ambiguities from a prior ordinance passed in June. The council anticipates establishing a timeline for legislative action during the meeting. Members of the public can view the ordinance and sign up to testify through a provided link.
