Spokane City Council Votes to Support Public Dollars for Public Benefit

Spokane City Council approved ordinance 36723, titled “Public Dollars for Public Benefit,” during Monday’s Legislative Session, promoting local hiring and workforce training in construction trades. This ordinance requires a community workforce agreement and prioritizes hiring residents from economically distressed areas. It also directs the city's Finance Department to execute project labor agreements for public works projects estimated at $5 million or more. Council Member Paul Dillon emphasized the ordinance's potential to develop infrastructure while preparing the community for long-term success. Co-sponsor Zack Zappone pointed out that the initiative ensures public dollars support the local economy and provide living wages.

The council encourages the Spokane Park Board, Library Board, and Public School Board to adopt similar workforce agreements. Community Workforce Agreements are known for preventing waste and maximizing public benefits while ensuring equity. This ordinance is a significant step toward enhancing job opportunities and economic stability in Spokane.
