Water System Project Will Impact Northwest Intersection
Spokane's water system upgrade begins on July 7, closing sections of Assembly St. and impacting traffic at the intersection of Francis Ave. /Hwy 291. The project involves installing a new water transmission main to improve water reliability and support future growth, with a total budget of $3. 25 million and an expected completion date in November 2025.
Northbound Assembly St. will be closed between Rowan Ave. and Francis Ave. , while southbound Assembly St. will be closed between Francis Ave.
and Rowan Ave. Temporary traffic signals will be established in all directions at the intersection to manage rerouted traffic. The project will unfold in three phases, with future closures expected on N. Royal Dr. , W.
Lyons Ave. , and W. Woodside Ave. A noise variance allows work to occur Monday through Saturday from 6 a. m.
to 6 p. m. City officials encourage motorists to plan ahead and support local businesses impacted by the construction. The initiative represents the first phase of a larger effort to enhance infrastructure in northwest Spokane.
