Water System Project Will Impact Northwest Intersection

Spokane's major infrastructure project begins July 7, upgrading the water system along west Francis Ave. /Highway 291 and north Assembly St. The initiative, costing $3. 25 million, will install a new water transmission main to improve reliability and support future growth. Phase one will start at the Francis Ave.

/Hwy 291, Assembly St. , and Driscoll Blvd. intersection, closing several streets until November 2025. Temporary traffic signals will reroute traffic at the intersection while Assembly St. closes in both directions, with detours available.

Access to Dwight Merkel Complex will remain through Rowan Ave. A noise variance permits construction work from 6 a. m. to 6 p. m.

, Monday to Saturday. Subsequent phases will introduce additional closures affecting nearby streets. This project is part of a broader initiative to enhance water, sewer, stormwater, and traffic infrastructure in the area.
