Spokane City Council enacted two ordinances to combat homelessness during a recent Legislative Session. Ordinance C36679 consolidates unauthorized camping regulations, responding to the intent of voters who approved Proposition 1 in 2023, which was later overturned. This ordinance prohibits unauthorized camping citywide and emphasizes engagement with individuals experiencing homelessness to connect them with services. Council Member Zack Zappone noted that the ordinance makes unauthorized camping a misdemeanor and shifts focus toward finding safe housing solutions. Ordinance C36694 addresses aggressive solicitation, defining actions that intimidate others during solicitation efforts.

Council Member Paul Dillon highlighted the ordinance's importance in clarifying existing laws while maintaining public health. The Council commits to monitoring the implementation of these measures to evaluate their effectiveness in addressing homelessness in Spokane.
