Deputy Mayor Ribail emphasized that the Tolt Dam, which generates $30 million annually for Seattle, provides no benefits to Carnation. Mayor Adair Hawkins noted ongoing efforts to obtain funding from various agencies for emergency evacuation planning. The Texas floods demonstrated the effectiveness of audible alerts, with one county experiencing no fatalities due to its system.

In contrast, Carnation's lack of reliable notifications could endanger residents and tourists, particularly those unaware of the dam's presence. Officials stress the need for outdoor sirens managed by a capable entity to ensure immediate notifications, especially in areas with poor cellular service. The tragic events in Texas serve as a reminder of the critical importance of comprehensive emergency alert systems.
