Seattle Responds to Carnations Concerns over Tolt Dam Warning System

Seattle Public Utilities (SPU) responded to the City of Carnation's concerns about the Tolt Dam's inactive warning system after the tragic Guadalupe River flood in Texas raised alarm over emergency alert limitations. SPU assured that the Tolt Dam remains safe, with 24/7 monitoring by staffed operators and daily safety checks in place. Notifications for any dam emergencies will utilize established emergency systems, including Wireless Emergency Alerts and Reverse 911 calls. The sirens for the Tolt Dam Early Warning System were turned off in March 2024 pending a review of a third-party report. SPU maintains regular communication with Carnation officials, including participation in City Council meetings and community events.

The Tolt Dam provides crucial flood management for the South Fork Tolt River, environmental benefits through year-round river flows, and supports the local economy by providing drinking water to approximately half a million residents. SPU's ongoing efforts reflect a commitment to safety and effective emergency preparedness. The review of the siren system will guide future decisions on improving alert mechanisms.
