Everett has plan to allow shops at neighborhood corner streets
Everett is considering regulations to allow businesses on residential corners as part of its "Everett 2044" comprehensive plan. Tim Ellis, owner of the Chai Cupboard, hopes to reopen his tea shop from his home basement if the proposal passes. A public hearing is scheduled for June 11, followed by a City Council vote on June 18. The proposal aims to foster walkable neighborhoods by providing neighborhood-serving businesses. Under the draft regulations, businesses can be situated on lots that border major streets and must comply with specific operational standards.
Allowed uses include food and beverage establishments, specialty stores, and clinics, with no minimum off-street parking required. Ellis expressed a desire for more flexibility in the regulations, emphasizing that local businesses enhance livability. The city’s planning department has engaged with residents to shape these proposals based on community needs.
