Eastview Village Group takes developer, county to Skagit court to oppose project next to Glacier Peak High

Residents opposing the Eastview Village development near Glacier Peak High School have taken their fight to Skagit County court after exhausting local appeal options. The project, proposed by D. R. Horton’s subsidiary Pacific Ridge Homes, includes 1,311 residential units and commercial space. Opponents argue the county failed to adequately assess potential traffic impacts and granted an exemption from a State Environmental Policy Act review.

They claim the project could generate nearly 16,000 daily vehicle trips, significantly affecting local roads. Their coalition, which includes the Greenleaf neighborhood homeowners association and SaveCathcart, filed the legal challenge on July 29. The county council previously approved the development, with a vote of 5-0, following a hearing examiner's endorsement. As of August 4, no defensive response has been filed by the county or the developer. The area has a history of land use controversy, with part of the site previously serving as a landfill.
