The incident began around 9:30 AM when a 911 caller reported a man in distress at the 23rd and Union area. Arriving officers found the man in a precarious position, standing on the edge of a partially open window while holding onto a garden hose. They quickly formed a rescue plan, communicating with the man before pulling him back to safety. After the rescue, the shaken man explained that he had locked himself out of his apartment and was attempting to re-enter.

He did not sustain any injuries but was taken to Harborview for treatment due to his apparent crisis. This situation underscores the importance of swift police response in emergencies and highlights the challenges individuals may face in similar situations. The officers' actions prevented a potentially tragic outcome.
