Seattle mandates that landlords provide a printed Renter's Handbook to tenants when signing initial rental agreements, with digital copies acceptable for renewals. The Washington State rent stabilization bill, signed into law on May 7, imposes restrictions on rent increases, prohibiting hikes during the first year and limiting future increases to 7% plus the Consumer Price Index. Despite this, Seattle requires a 180-day notice for any housing cost increase, particularly for increases of 10% or more, which necessitates an Economic Displacement Relocation Assistance (EDRA) notice. The EDRA notice must be hand-delivered or mailed via certified and regular mail to all adult household members. Effective June 6, 2023, late fees for rent payments are limited to a maximum of $10 per month.
