Seattle's City Council enacted a law imposing fines of up to $1,000 for prolific graffiti taggers, with a 7-1 vote. The new legislation allows the Seattle City Attorney to file civil actions against documented vandals, particularly those who showcase their work on platforms like Instagram. City Attorney Ann Davison remarked that this action indicates a definitive end to the city's tolerance for graffiti. The city allocates $6 million annually for graffiti cleanup, underlining the financial burden of vandalism. This ordinance also permits the pursuit of restitution for costs incurred in graffiti removal.
Convicted taggers will still face criminal penalties. The city will prioritize legal actions against the most notorious taggers and crews, aiming to hold them accountable for substantial property damage. Councilmember Alexis Mercedes Rinck was the sole dissenting voice in the council's decision.
