This incident follows a fire in February that injured six workers and prompted a full shutdown of the refinery's operations. A consultant's report indicated that inadequate training, supervision, and a lack of qualified contract workers contributed to the fire. MRC stated that flares are vital components of safety systems designed to manage excess gases and pressure.

The company aims to rebuild the affected area and resume operations by the fourth quarter of this year.
