Ukiah Planning Commission votes to continue annexation discussion at next meeting

The Ukiah Planning Commission convened to deliberate on a proposed annexation of unincorporated land in the Willow and Millview areas. Approximately 60 to 70 residents attended the meeting, reflecting a community divided on the issue. Chief planning manager Jesse Davis emphasized that the commission's focus is on assessing the appropriateness of pre-zoning and land use code changes associated with the proposal. Concerns were raised about the city's ability to deliver adequate utility services to the proposed annexation areas, prompting Commissioner Douglas Johnson to highlight the need for a financial analysis before proceeding. Community Development Director Craig Schlatter confirmed that a financial analysis is underway and will accompany the final application to the City Council.

The annexation proposal aligns with the Ukiah Valley Area Plan, which aims to guide development over the next 20 to 30 years. However, outdated zoning codes outside the city have not been updated to reflect the plan's designations. Further discussions will take place at the next Planning Commission meeting to address these concerns and evaluate next steps.
