Mayor Daniel Lurie launched the Breaking the Cycle Fund, a $37. 5 million initiative aimed at addressing homelessness and behavioral health crises in San Francisco. The fund, established amid an $800 million budget deficit, seeks to fulfill the goals outlined in Lurie’s "Breaking the Cycle" plan. It will enhance the capacity for interim and treatment beds, facilitating connections to essential care for those in need. Major private contributors include the Charles and Helen Schwab Foundation and Tipping Point Community, reflecting a strong public-private collaboration.

Lurie stated that a comprehensive response is crucial to break the cycles of homelessness and addiction. The fund will be administered by the San Francisco Foundation in partnership with the Mayor's Office. This initiative follows a series of reforms introduced under the Fentanyl State of Emergency Ordinance, which aims to improve the city’s behavioral health services. The city plans to report all funding commitments as required by law, ensuring transparency and accountability.
