CA Senate passes bill allowing SFPD to enforce street-vending laws

The California Senate advanced SB 276, allowing the San Francisco Police Department to enforce street-vending laws after a unanimous vote. This bill is Wiener’s second effort to amend the previous SB 946, which decriminalized street vending and shifted enforcement responsibilities to city agencies. The need for SB 276 arose from increased chaos at BART plazas, exacerbated by the pandemic. The proposed legislation includes a three-strikes penalty system for vendors caught with commonly stolen items without receipts, potentially leading to misdemeanor charges. Wiener and Mayor Daniel Lurie argue that the bill will help combat retail theft while supporting legitimate street vendors.

The Mission Street Vendors Association backs the bill, citing concerns about illegal vendors. Last year's attempt to amend the vending laws through SB 925 failed to progress, making SB 276's approval significant for local policy. The bill now heads to the State Assembly for further consideration.
