In a letter from BART Assistant General Manager Shane Edwards, VTA was criticized for announcing changes related to tunneling costs without prior notice to BART, raising transparency concerns. VTA's plan to employ a single bore tunneling method has faced scrutiny from local leaders, including Councilmember Suds Jain, who noted previous instances of withheld information. Edwards described the communication lapses as detrimental to public trust and stakeholder confidence, emphasizing the need for improved collaboration.

VTA acknowledged the issues and expressed commitment to addressing concerns while ensuring project standards are upheld. Jain criticized VTA's transparency, suggesting the agency may be pushing for approvals without adequate public input. Tom Maguire, VTA's chief megaprojects delivery officer, noted potential disruptions on Santa Clara Street due to construction. VTA aims to minimize disruptions while delivering a project that meets safety and efficiency standards.
