Alameda DA drops charges against most jail guards, staff accused in 2021 death of inmate
Alameda County District Attorney Ursula Jones Dickson announced the dismissal of charges against eight Santa Rita Jail staff linked to the 2021 death of inmate Maurice Monk, while proceeding with charges against three individuals for dependent adult abuse. The defendants include deputies Donall Rowe and Robin Hayer, as well as former deputy Thomas Mowrer; Hayer faces additional charges for falsifying an official document. Monk's family expressed disappointment in the decision, emphasizing the guards' failure to address his deteriorating health condition that led to his death. Monk, who had been incarcerated for a month, died in November 2021 after being neglected for days, with meals left uneaten and medications unadministered. In 2023, Alameda County reached a $7 million settlement with Monk's family, which included stipulations for improved observation protocols for inmates.
