2 more former Dublin prison employees plead guilty to sexually abusing inmates

Two former correctional officers from the now-closed Federal Correctional Institution Dublin, Jeffrey Wilson and Lawrence Gacad, pleaded guilty to sexually abusing inmates. Wilson, a health technician from July 2021 to September 2022, admitted to having sexual relations with a female inmate and providing her with a cellphone and a prepaid credit card. Gacad, who served as a correctional officer from July 2021 to June 2022, confessed to groping an inmate and exchanging sexually explicit communications while disguising his identity online. Their guilty pleas contribute to a broader investigation that has implicated nine correctional staff members in sexual abuse at FCI Dublin. The facility was closed in April 2024 following the investigation, which revealed a culture of predation against vulnerable female inmates.

Wilson could face up to 15 years in prison for sexual abuse and additional penalties for making false statements to investigators. Gacad faces a maximum of two years for abusive sexual contact. Sentencing for both men is scheduled for November 2025, as officials emphasize a zero-tolerance policy for such abuses.
