S.F. mayor signs sweeping bill banning RV parking
San Francisco Mayor Daniel Lurie signed a law on July 29, 2025, banning RVs from parking on city streets for more than two hours to combat RV homelessness. The legislation, passed by the Board of Supervisors, includes a "refuge permit" allowing RV dwellers six more months to park legally. Lurie asserted that the initiative is driven by compassion, with support from various city departments for enforcement. Critics have voiced concerns regarding the adequacy of housing subsidies for the 1,442 vehicular homeless documented in the 2024 Point in Time survey. Funds from Proposition C, a tax on wealthy businesses, will help finance these subsidies.
Lurie's Breaking the Cycle initiative aims to create nearly 1,000 new shelter beds while reducing visible homelessness on city streets. Some RV residents oppose the bill, valuing the privacy and freedom of RV life over temporary shelter options. Lurie concluded that those wishing to remain in their RVs would need to do so outside of San Francisco.
