Highway 101 replaced Doyle Drive, addressing seismic and structural issues by constructing four tunnels and 14 bridges. A public-private partnership with Golden Link Concessionaire, which invested $365 million, enabled the project to meet its funding requirements and ensure maintenance for 30 years. Caltrans spokesperson Bart Ney explained that the parkway's design utilizes underused space for parks while enhancing safety and aesthetics. The partnership model allows for faster project delivery and cost efficiency, as highlighted by Meridiam executive director Peter van der Waart van Gulik. He pointed out that public-private partnerships can motivate timely project completion, reducing delays.

Caltrans remains open to future collaborations, although it will evaluate each situation on its merits.
