Most residents leaving the county relocate to adjacent areas with similar tax structures, and many were not subject to the PFA tax.

The report indicates that the number of households contributing to the PFA tax has grown annually since its inception. Green criticized vocal opponents of the program for using misleading data to undermine public support for universal preschool. He emphasized that the PFA was designed to address Portland's high childcare costs and fulfill the community's early education needs. The program passed with 64% voter approval in 2020, reflecting a clear mandate from residents. Green urged policymakers to reject attempts to weaken the PFA and to focus on expanding support for working families.
