Starting June 3, 2025, Portland will implement a 2. 95% processing fee for utility payments made via credit or debit cards. To avoid this fee, customers are encouraged to make electronic payments directly from their bank accounts. PDX 311 serves as a centralized resource for Multnomah County residents, facilitating access to local government services and information. The service aims to simplify interactions for residents, business owners, and visitors by providing a single contact point.

PDX 311 staff are available daily from 7:00 a. m. to 8:00 p. m. and are fluent in several languages, ensuring broad accessibility.

This initiative is part of the city's efforts to gather data on community needs, enhancing responsiveness to local issues. Residents can reach PDX 311 through email, phone, or in-person visits at the Portland Building’s Customer Service Desk. The program underscores the city's commitment to improving service delivery and community engagement.
