Police Bureau Terminates Consulting Contract With Former Employee
The Portland Police Bureau (PPB) will terminate its no-bid contract with Ferraris Investigations, originally valued at $150,000, as a cost-saving measure. Chief Bob Day announced the decision after inquiries from the Mercury regarding the contract's expenses and scope. Jim Ferraris, who leads the consulting firm, previously served as an assistant chief at PPB, prompting concerns about cronyism. Day acknowledged these concerns but insisted that the contract complied with city procurement rules, stating the need for swift action in a critical role. As of May, PPB has disbursed $42,390 for the consulting services, which included notable travel expenses, raising questions about compliance with the city’s sustainable procurement policy.
The contract explicitly prohibited luxury travel, yet Ferraris billed for first-class flights and luxury rentals. This cancellation follows recommendations in a settlement agreement with the US Department of Justice regarding succession planning within the police bureau. Despite the contract's termination, PPB will experience minimal financial impact amid its $317 million budget.
