These amendments empower the Permitting & Development department to set regulations ensuring minimum fire and life safety construction standards for transient lodging. The interim rule, ENB 13.

03, is already in effect since January 1, 2025, and the city encourages public testimony before finalizing the permanent enactment. Safety in transient lodging operations is critical as the city addresses ongoing housing and development issues. The new regulations aim to enhance the safety and reliability of lodging facilities in Portland. By inviting public input, the city seeks to foster community engagement in the regulatory process.
