The City of Portland has announced a permanent administrative rule for transient lodging facilities, effective as of June 17, 2025. This rule is based on Chapter 24. 31 of the Portland City Code and follows amendments approved by the City Council in December 2024. These amendments empower the Permitting & Development department to set regulations ensuring minimum fire and life safety construction standards for transient lodging. The interim rule, ENB 13.

03, is already in effect since January 1, 2025, and the city encourages public testimony before finalizing the permanent enactment. Safety in transient lodging operations is critical as the city addresses ongoing housing and development issues. The new regulations aim to enhance the safety and reliability of lodging facilities in Portland. By inviting public input, the city seeks to foster community engagement in the regulatory process. This move underscores Portland's dedication to ensuring safe and responsible housing solutions amid evolving urban challenges.
