Portland City Council votes to ratify first collective bargaining agreement for City of Portland Professional Workers Union

The Portland City Council ratified the first collective bargaining agreement for the City of Portland Professional Workers Union, representing more than 800 employees across various city bureaus. The contract, effective from June 18, 2025, to December 31, 2027, includes a 2% wage increase and a $1,000 one-time bonus. Additional provisions consist of 40 hours of paid leave, three extra personal days for in-person employees, and a $165,000 Professional Development Fund. The agreement establishes grievance procedures and protocols for layoffs and recalls, ensuring employee rights are protected. With this ratification, CPPW joins 14 other bargaining units, which represent over 80% of the city's workforce.

A classification and compensation study is currently underway to maintain competitive wages and job structures. The agreement will be revisited in January 2026 to address select articles, including wages and recall procedures. This collective bargaining effort reflects the city's commitment to supporting a thriving workforce.
