City Commissioner Carmen Rubio celebrated the City Council's unanimous endorsement of a new framework for the Sustainability and Climate Commission, designed to enhance Portland's climate action and sustainability initiatives. This commission is expected to act as a crucial link between city governance bodies, community members, and city officials, promoting a collaborative approach to climate priorities. Rubio highlighted Portland's historical leadership in sustainability and climate justice, asserting that the commission will help solidify these efforts within the city's governance structure. The decision to create this commission stems from a report indicating that the previous Planning and Sustainability Commission could no longer manage the growing responsibilities effectively. Vivian Satterfield, the Chief Sustainability Officer, expressed gratitude for the Council's approval, stating that the commission will give a voice to all Portlanders in climate discussions.

Community engagement played a significant role in shaping the commission's framework, with research beginning in April 2023. Recruitment for commission members is set to take place in late 2024, with the aim of launching the commission in early 2025. This initiative represents a significant step towards unified climate action in Portland.
