This legislative initiative follows a recent federal lawsuit against PacifiCorp related to the 2020 Archie Creek Fire, which caused widespread devastation in Oregon. The lawsuit accuses the utility of negligence in maintaining its power lines, contributing to the fire's outbreak. On the same day the lawsuit was filed, the Oregon Public Utility Commission approved a 9. 8% rate hike for PacifiCorp's residential customers, raising concerns among lawmakers.

Republican state Reps. Jami Cate, Virgle Osborne, and Ed Diehl stress the importance of accountability in light of ongoing legal challenges facing the utility. They believe that preventing rate increases is a crucial step in ensuring PacifiCorp takes responsibility for the destruction caused by the wildfires.
