Adoption of Administrative Rule 7.02 - Council Agenda Public Communications and Testimony November 2025

Portland, ORLocal News

The City Auditor’s Office has adopted updates to the administrative rule regarding public communications for City Council meetings, effective November 26, 2025. These changes revise the registration process, allowing community members to register starting at 9:00 a. m. the Friday before each meeting. This new structure enhances accessibility by eliminating the requirement for months of advance scheduling.

Furthermore, the registration process will now align with testimony for agenda items, creating a more predictable and efficient system. City Auditor Simone Rede noted that the updates aim to foster greater public participation in council proceedings. The changes to ARA 7. 02 were open for public comment for thirty days before adoption. Interested community members are encouraged to review the updated rule and can direct questions to the Auditor's office via email.

This initiative reflects an ongoing commitment to improving public engagement and transparency in local governance.
