High Road Advisory Council (HRAC) applications now open

The Portland Clean Energy Community Benefits Fund (PCEF) opens applications for the High Road Advisory Council (HRAC) from November 21, 2025, to January 23, 2026. The Council will advise PCEF staff on workforce and contractor development, ensuring that climate action investments create equitable economic opportunities for Portland residents. Members will be selected based on their expertise in diverse trades and equitable procurement, contributing to initiatives that expand access to climate-related job opportunities. PCEF allocates approximately $200 million annually to promote equity and community benefits through climate actions. The Council will meet about six times a year, with a full-day retreat scheduled for March 2025.

Responsibilities include providing input on workforce equity plans and contractor agreements, crucial for advancing fair workforce practices. The initiative aims to strengthen the local economy while ensuring inclusivity in contracting opportunities. The HRAC's guidance will help shape policies that reflect the needs and experiences of the community.
