November 2025 BPS Long-range Planning Project Updates
The City of Portland's Bureau of Planning and Sustainability (BPS) provides updates on several essential long-range planning projects. The Affordable Housing Opportunities Project (AHOP) aims to remove zoning barriers to affordable housing, with the Planning Commission endorsing land use map amendments on Aug. 26 to better address housing needs. The Central City Code Amendments Project (CCCAP) is set to propose strategic zoning updates to combat high vacancy rates in the Central City, with a Discussion Draft anticipated in December. Meanwhile, the Critical Energy Infrastructure Hub Policy Project is seeking public testimony regarding amendments to limit fuel storage capacity at bulk facilities in northwest Portland.
The Reconnecting Albina Planning Project plans an open house on Dec. 3 to gather community feedback on urban design concepts for Lower Albina. The City encourages public participation in hearings, including the AHOP hearing scheduled for Jan. 27. Engagement efforts reflect the City’s commitment to fostering community input and addressing pressing urban development challenges.
