Councilors Morillo and Green Introduce Morillo 1 Amendment to Reduce Sweeps, Fund Real Solutions
City Councilors Angelita Morillo and Mitch Green introduced the "Morillo 1" amendment to redirect funds from encampment sweeps to essential services for the homeless in Portland. This measure seeks to address homelessness more compassionately, especially after the Mayor's recent enforcement of a camping ban that intensified sweeps starting November 1, 2025. Morillo denounced the Mayor's approach as morally bankrupt and ineffective, stating that it further traumatizes vulnerable individuals. The amendment specifically reallocates General Fund allocations towards emergency rental assistance, food aid, and resources for immigrant communities. Councilor Green criticized past investments in sweeps, noting that they have resulted in increased suffering and displacement.
He underscored the need for a long-term solution through affordable housing. The amendment includes provisions to protect essential public health services while reducing harmful practices associated with forced displacement. A vote on the "Morillo 1" amendment is scheduled for November 12, 2025.
