Man Suspected of Starting Fire Near City Councilors Home Arrested
Portland police arrested Vashon M. Locust, 51, for igniting a fire that displaced City Councilor Candace Avalos on October 26 in the Mill Park neighborhood. Locust attempted to use a broken electrical outlet in a shed to power a heater, which led him to start a small fire that ultimately destroyed Avalos’ vehicle and damaged her home. Despite initial suspicions surrounding the blaze, investigators later found no evidence of accelerants, indicating it was not targeted at Avalos. Locust faces charges of reckless burning and criminal mischief after his arrest on November 4.
Avalos described the emotional toll of the incident in a public statement, expressing gratitude for the support she received from the community. She also mentioned her concerns regarding police conclusions about the fire's origins and hopes to meet Locust in the future. Court documents indicate that Locust may be unhoused and has a history of legal issues, including a previous arrest for menacing. The incident has raised significant concern among local officials, prompting a joint statement from the Portland Police Chief and Fire Chief expressing empathy for Avalos and her neighbors.
