The 9th Circuit Court of Appeals has paused the deployment of National Guard troops to Portland until October 28, pending a decision on the legality of out-of-state troop deployments. This ruling follows a lawsuit filed by Oregon against the Trump administration after President Trump announced the troop activation amid ongoing protests. The court's latest order effectively freezes an earlier decision allowing the activation of Oregon National Guard troops. Oregon Attorney General Dan Rayfield stated that the decision provides necessary time to address serious constitutional questions. He also pointed out that the Department of Justice had submitted false information regarding the federal law enforcement presence in Portland.

Evidence revealed that the number of Federal Protective Services agents in the city never exceeded 31, contrary to claims of significant federal resource strain. The legal battle reflects broader tensions over federal intervention in state matters. As the court deliberates, concerns about community safety and civil rights remain paramount for Oregon residents.
