City will open 280 recovery-oriented overnight shelter beds

Portland will launch two new overnight shelters, adding 280 recovery-oriented beds for individuals facing homelessness and substance abuse issues. This expansion increases the total number of emergency shelter beds created since January 2025 to 1,090, with a target of 1,500 beds by year-end. Mayor Keith Wilson emphasized the importance of these shelters in providing safe sleeping environments as temperatures drop. Guests must show a commitment to sobriety, as drugs and alcohol are prohibited on site. This initiative aligns with the Mayor's strategy to address the homelessness crisis by connecting individuals to healthcare and housing services.

Community partners, including CityTeam Portland and Transition Projects, have collaborated to create supportive environments for recovery. The shelters are designed to help individuals regain stability and dignity while transitioning from homelessness to housing. Community engagement plans are also in place to ensure neighborhood support and transparency in this effort.
