2025 Annual Climate Investment Plan review and update

Portland, ORLocal News

The Portland Clean Energy Fund (PCEF) staff and Committee are undertaking a review of the first annual Climate Investment Plan (CIP) to ensure it meets the evolving needs of the community and climate priorities. Current revenue projections from the City Budget Office predict no additional funding during the five-year CIP period, restricting adjustments to reallocating funds among existing programs. The initial focus of the review is on establishing a replicable evaluation framework and implementing minor changes based on early performance data. The public is invited to share feedback through an online survey or email until 11:59 p. m.

on November 5. In November, the PCEF Committee will assess public comments and in December, they will present a recommendation to the City Council regarding amendments to the CIP. The process aims to optimize resource allocation while continuing to deliver climate benefits. This review is particularly significant given the challenges posed by stagnant funding, emphasizing the importance of community input. The outcome will shape how PCEF can effectively support climate initiatives in Portland.
