Ninth Circuit Court lets Trump deploy National Guard to Portland

A panel of three judges from the U. S. Ninth Circuit Court of Appeals ruled 2-1 on October 20, 2025, permitting the Trump administration to deploy the National Guard to Portland. Mayor Keith Wilson announced plans to appeal this decision, emphasizing that Portland stands for democracy and accountability. He condemned the deployment as unnecessary and called for local governance and community-led public safety solutions.

The city intends to seek a review from the full Ninth Circuit Court while the Trump administration faces additional legal hurdles. U. S. District Judge Karin Immergut previously issued a temporary restraining order on October 5, which the administration must lift before any deployment occurs. Procedural steps are anticipated to take one to three days.

The 200 Oregon National Guard members involved are under the command of Northern Command and the U. S. Secretary of War. The Trump administration has not disclosed details about the mission of these troops.
