The City of Portland's Bureau of Planning and Sustainability proposed updates to solid waste and recycling administrative rules, with public comments due by November 1, 2025. These updates, the first since 1992, aim to modernize regulations to align with the Oregon Recycling Modernization Act, which takes effect on July 1, 2025. Proposed changes include formalizing bulky waste services, establishing confidentiality standards for low-income rate assistance, and clarifying timelines for missed collection rebates. The waste team engaged with customers, internal staff, and haulers to gather feedback, resulting in six meetings for commercial rules and two for residential rules. New requirements for customer service mandate responses to complaints within four hours, enhancing service quality.

The updates also address definitions for new waste collection terms and clarify operational practices for haulers. By implementing these changes, the Bureau aims to improve waste management practices and respond effectively to community needs. The proposed amendments reflect a proactive approach to meet evolving standards in waste collection and recycling.
