Mediation for Independent Police Review contract continues as cooling-off period ends
Mediation between the City of Portland and AFSCME resumed on October 14 to discuss labor terms for IPR employees amid ongoing negotiations. The City introduced new proposals, ensuring job security, including a six-month advance notice for hiring and guaranteed internal interviews for current staff. AFSCME countered with two packages aimed at increasing wages and providing severance benefits, with Package A focusing on direct placements in the new OCPA. Package B offers annual wage increases and severance but allows the OCPA Director discretion in employee placement based on qualifications. The City’s updated personnel cost projections for the next three years highlight significant financial commitments, totaling approximately $18 million.
The union declared an impasse on September 11, leading to a 30-day cooling-off period, with a potential strike notice looming. The City emphasizes its commitment to fair negotiations while planning to ensure essential services continue in the event of a strike. The next mediation session is set for November 4.
