October 2025 BPS Long-range Planning Project Updates

The Bureau of Planning and Sustainability in Portland is engaging residents in the review of several long-range planning initiatives. The Critical Energy Infrastructure Hub Policy Project is open for public comments on its preliminary regulations until October 17, focusing on development at bulk fuel terminals in northwest Portland. The Legacy Business Preservation Study invites feedback on its recommendations for supporting independent businesses through a questionnaire available until October 31. Meanwhile, the Economic Opportunities Analysis seeks to ensure sufficient land for job growth over the next 20 years, with comments due by November 10. The recently approved Code Alignment Project aims to reduce permitting delays by suspending upgrade requirements for most alterations until January 1, 2029.

This move is expected to alleviate costly project redesigns and streamline the permitting process. The City Council unanimously approved the Code Alignment Project on September 24, and the ordinance will take effect on October 24. Residents can submit additional ideas for improving development regulations through an online form.
