Help shape a new potential City program to support long-standing local businesses in Portland
The City of Portland has launched the Legacy Business Preservation Study to support independently owned businesses that have operated for over 20 years. These legacy businesses serve as community cornerstones, offering culturally specific products and services while shaping local identity. However, they face significant challenges, including displacement pressures and regulatory burdens. A potential preservation program could provide targeted assistance, drawing on successful initiatives from other cities like San Francisco and Boston. This could include financial support, technical assistance, and official recognition to help these businesses adapt and thrive.
The city seeks community input through a survey open until October 30, encouraging participation from business owners, patrons, and engaged residents. Project staff have consulted with community organizations and conducted interviews to identify the specific needs of legacy businesses. Final recommendations will be presented to City Council in the first quarter of 2026.
