The City of Portland and AFSCME-represented Independent Police Review continue mediation
The City of Portland and AFSCME representatives entered mediation on August 21 after months of stalled contract negotiations and a strike authorization vote from union members. On September 11, AFSCME declared an impasse, prompting both sides to submit final offers to the State's Employment Relations Board. The City proposed a $5. 8 million package over three years, maintaining current wages, benefits, and a $5,000 Professional Development Fund. As the oversight of police investigations transitions to the new Office of Community-based Police Accountability, the City will create new positions distinct from existing roles.
The City will recognize these new roles under a new bargaining unit, ensuring continuity for employees. Planning is underway to maintain essential services in case of a strike, which could occur as early as the third week of October. The City remains committed to reaching a fair agreement and has scheduled the next mediation session for October 14. Five guiding principles anchor the City's negotiations, including respect for employees and financial stewardship of taxpayer resources.
